LMIA (Labour Market Impact Assessment)

Labour Market Impact Assessment or LMIA (formerly known as LMO or Labour Market Opinion) is a letter (sometimes called Confirmation/job letter) issued by one department of the federal government of Canada. Canadian employers need LMIA if they want to hire a temporary foreign worker (TFW). There are very few exceptions to that rule. Employment and Social Development Canada (ESDC) formerly known as HRSDC - Human Resources and Skills Development Canada issues a positive or neutral LMIA .

Canadian employers only hire foreign worker they when want to fill vacant position, but before hiring foreign national they need to make a genuine effort to search permanent resident or Canadian citizen for the position.

There are several streams within the Temporary Foreign Worker Program. Requirements for those programs and assessment process for each individual stream may vary slightly.

Those streams are:

  • Higher-skilled Occupations

  • Lower-skilled Occupations

  • Live-in Caregivers

  • Seasonal Agricultural Worker Program (SAWP)

  • Agricultural Stream

  • Temporary Foreign Workers in Quebec
